Motcombe Parish Council  DRAFT      

Minutes of the Parish Council Meeting held on Tuesday 8th December 2009 at Motcombe Memorial Hall, Motcombe. Dorset.

The Vice- Chairman opened the meeting with the Public Consultation Period.

Mr Bond informed the Council that the Village Post Office/store is unfortunately up for sale.  He requested that the Council get involved to try and ensure that the Shop is kept open as it is the only remaining facility of this kind in the Village.  The Vice-Chairman reported that the owners of the shop have put it up for sale as a going concern and that it is too early for the Council to become involved in this matter.

105. Apologies for Absence
Cllr Cardy, Cllr Lloyd, Cllr Stedman, Cllr Cattaway and Cllr Mason.

106. Declarations of Interest
Cllr Roger declared a personal interest regarding the Allotments.  Cllr Odell declared a personal regarding the 106 money allocations for Play Equipment.

107. To agree the Minutes of the Parish Council Meeting dated the 10th November 2009 and to receive an update on any matter arising                        
Cllr Odell requested that further information given by PC Pearson at the last meeting be minuted in more detail.  The Clerk agreed to add it to this agenda item, which follows:

• “PC Pearson reported that she could not give a personal opinion on the proposed Teenage Shelter but stated that if the youth are all in one place it would be easier to keep an eye on them.  She added that positioning the Teenage Shelter on the 18 Acres site would make it harder to keep an eye on what’s going on and siting the shelter on the recreation area, which is a lit up would make it more visible.  She said that she was aware that nobody would really like a shelter next to where they live.”

The Minutes were proposed, seconded and agreed as a true and accurate record and were signed by the Chairman.

The Vice-Chairman went on to review the matters arising from November’s meeting.  The following was noted:
• Cllr Cattaway to follow up the requests from the Parish Council regarding additional signs for the Village whilst the A303 is being repaired.  Cllr Cattaway did not attend the meeting so no report was given.
• The Clerk confirmed that letters have been sent to the Youth organisations and also that the Clerk has received applications back which will be discussed at the January Meeting.
• Adoption of the Telephone Box.  It was requested to place a note in the Villager stating that the Telephone Box by the Village Hall is to be adopted by the Parish Council.

109. Motcombe Pedestrian and Traffic Project – Road Trial
The Vice-Chairman reported that the Public Meeting was well attended by the residents of the Village.  It was reported that around 25% of the village attended the meeting.  It was noted that a lot of feedback was given and has been collated and taken back to DCC to view.  The Vice-Chairman reported that action on the Trial should start around March 2010.

110. Dorset County and North Dorset District Councillors
Nothing to report.
111.  Finance
The Clerk circulated the Payment Schedule for November 2009.  The Payment Schedule was AGREED by all Councillors. 

The Clerk circulated the Financial Update.  This was AGREED by the Councillors.

Cllr Phillipson reported that Cllr Rogers, the Clerk and himself had met to prepare a proposed budget for 2010-2011.  Cllr Phillipson proposed that the Council accept an increase of £1.01a year per band D for the budget.  The reason for an increase for 2010/2011 is mainly due to fact that the Parish Council agreed to support the Gillingham Leisure Centre for the sum of £8000.00 per year starting 2010-2011.  He report that other areas had been reduced, which included Cllr Expenses and Lighting Maintenance. Grants and Play Area allocation remain the same.  Cllr Phillipson proposed that the budget be set at £23,475.00 for 2010-2011. This was seconded and agreed.

RESOLVED:  for the Parish Council to set their Budget for 2010-2011 at £23475.00.

Cllr Phillipson reported that there should be in the region of £6000.00 not spent in this financial year and asked that the Council split the unspent money between two projects, one for Motcombe Pedestrian and Traffic Trial and the other for additional street lighting.  This was AGREED.

The Clerk asked the Council to confirm how they would like to allocate the reserved 106 funds for Play Equipment.  After debate it was agreed to revisit this in January along with the grant applications and applications received from the youth organisations regarding the 106 money.  The matter of the Youth Shelter was raised and it was reported that it is not the Youth Club requesting funds for the Youth Shelter but Mr Gordon for the Village.  After further debate on this matter it was AGREED for a notice to be placed on the Parish Council’s Notice Board informing the residents that money is available to supply Play Equipment for the Youth of the Village and that bids should be made to the Parish Clerk.

112. Planning
The Clerk reported that three planning applications had been received this month:

• 2009/0941 – Barn House, The Street, Motcombe.  There was no objection to this application.
• 2009/0948 – Wessex House, Sherborne Causeway, Motcombe.  There was no objection to this application
• 2009/0888 – Blackmore Vale Caravan Park, Sherborne Causeway, Motcombe.  There was no objection to this application

113. Chairman’s Report
The Vice-Chairman had nothing to report.

114.  Officers Report
Cllr Rogers reported that progress on the project for the Motcombe Meadows Path has been hampered by the bad weather.  He added that again due to the weather the tree planting project has been held up.  Cllr Rogers reported that consultations are taking place regarding the grassed area by the Car Park.

115. Clerks Report
Nothing to report.

116.  Correspondence
The Clerk read out the correspondence received. 

117. Urgent Business
There was none.

118. Press Release
There was none.

119. Date of next meeting
12th January 2010 at 8pm.

At this point the public was asked to leave to enable the Council to consider the Clerks Salary.

The Council AGREED to give the Clerk a pay increase of one scale from 20 to 21, which is an hourly increase of 0.473p and to back pay this pay rise to April 2009.

There being no further business, the meeting was closed at 9.10pm
