Motcombe Parish Council        
MOTCOMBE PARISH COUNCIL
Bullet points from the Parish Council AGM held on Tuesday 11th May 2010 at Motcombe Memorial Hall, Motcombe. Dorset.

   There were three members of public

The Chairman gave a report from Mr Spivey at Dorset County Council regarding the Road Safety Scheme in Motcombe.  The report can be obtained by the Clerk or a copy is posted on the notice board at the Village Shop.

The Chairman gave his annual on the following points.
• Accounts/ Finance
• Planning
• Royal Oak
• Pedestrian Safety and Traffic Management
• Footpaths
• Motcombe Meadows
• Allotments
• Support for Motcombe Community Shop and Post Office
• Future Plans for the Parish Council
Due to the length of the report given full details can be obtained by the Clerk.

Election of Chairman & Vice Chairman
The Clerk asked for nominations for Chairman.  Cllr Cannon proposed Cllr Leask for Chairman; this was seconded by Cllr Rogers.  All members were in favour for Cllr Leask to become Chairman to the Parish Council.  Cllr Leask accepted.

The Clerk asked for nominations for Vice-Chairman.  Cllr Rogers proposed Cllr Odell to become Vice-Chairman; this was seconded by Cllr Leask.  All members were in favour for Cllr Odell to become Vice-Chairman to the Parish Council.  Cllr Odell accepted.

After debate the following was agreed:

• Allotments  Cllr Phillipson, Cllr Stedman and Cllr Lancaster
• Transport Forum Cllr Stedman
• Local Delivery  Cllr Phillipson and Cllr Rogers
• Amenity  Cllr Rogers and Cllr Cannon
• Finance  Clerk, Cllr Phillipson and Cllr Rogers
• Village Hall   Cllr Lancaster and Cllr Stedman

Finance
The Clerk tabled the end of year balances on the Current Account and the Deposit Account. This had been reconciled against the Bank Statement by the Internal Auditor and signed as correct.
The Clerk tabled the budget totals for the end of year.  It was noted that the Council have still money to allocate to a project for 2010/2011.  The information given was agreed by the Council.
The Clerk reported that the insurance cost for the Council for 2010/2011 stands at £475.18.  She went on to inform the Council that the Annual Cost for DAPTC subscription for 2010/2011 stands at £336.84.  These were agreed.
The Council proposed, seconded and agreed to the accounts for 2009/2010.

Officers Annual Report
Cllr Rogers gave an update on the amenity land projects.  He reported that paths for the allotments and bridges have now been completed. He continued to report that the Owl boxes are ready for positioning on the trees.  Cllr Cannon reported that the next projects are for seats and signage to be erected.  Cllr Rogers stated that he is now reviewing the 5 year developments plan for the Motcombe Meadows Site and will report back.
Cllr Phillipson reported that he has been supporting the Village Shop working party by investigating possible funding to support the scheme.  It was noted that NDDC are unable to support the scheme at this time.  Cllr Phillipson continued to remind the Council and members of the public that have any comments or concerns regarding the NDDC Development Plan, they must forward these comments or concerns to NDDC before the 14th May 2010.
Cllr Lancaster stated that she reports back to the Council details from the Village Hall Management Committee meetings.
Cllr Stedman reported that the bus service is under threat due to the lake of use from the residents of the Village.  It was noted that this does not include the School Bus Route.  He continued to report that Gillingham Railway Station is looking to improve their train to bus interchange and also the parking area.

There being no further business the meeting was closed at 8.10pm
