MOTCOMBE PARISH COUNCIL
Minutes of the Parish Council Meeting held on Tuesday 11th May 2010 at Motcombe Memorial Hall, Motcombe. Dorset.

Present:    Cllr A Leask  Chairman

   There were three members of public
   
  
The Chairman opened the meeting with the Public Consultation Period.

Mr Bond stated that there are three main organisations in the Village, which are the Village Hall Management Committee, the Village Hall Trustees Committee and the Parish Council.  He continued to stress that it would be nice to see all of the organisations work together for the better of the Village.

It was also requested that the Council continue to support the Youth Club in supplying a Youth Shelter in the Village.  The Chairman noted that he Council have not changed their support to the Youth Shelter and are still waiting for details from the Village Hall Trustees Committee before continuing with the project.  It had now been confirmed by NDDC that Planning Permission will be required.

177. Declarations of Interest
Cllr Rogers declared an interest in Allotment if they were to be raised.

178. To agree the Minutes of the Parish Council Meeting dated the 13th April 2010 and to receive an update on any matter arising.  
The Minutes were proposed, seconded and agreed as a true and accurate record and were signed by the Chairman.

The Chairman went on to review the matters arising from Aprils meeting.  The following was noted:
• Cllr Mason was not available to comment on the street cleaning.
• The Clerk confirmed that she is still trying to obtain details for the employment site on The Street.  It was noted that the Clerk should contact NDDC regarding this.

179. Dorset County and North Dorset District Councillors
There was nothing to report.
180. Youth Shelter
Cllr Stedman stated that he had attended the Village Hall Management Committee meeting and reported the following details.
• The VHM Committee amended minutes saying that the approval which had been recorded on the minutes for the Youth Shelter should read that there has not been any approval met with the Parish Council, the approval was with the Youth Club only.
• Mr D Randall- Planning Officer at NDDC has requested that Planning Permission is required for the Youth Shelter due to the sighting of the equipment and to enable residents to have their say on this project.
• Until the Trustee Committee receives a letter from the Youth Club in response from a letter sent to them on the 29th Aug 2009, there will be no further action regarding this project from the Committee.  It had not been clear that an answer had been required.

181 Community Shop and Post Office Venture
Cllr Phillipson had given his report at the AGM earlier in the evening.

182. Finance
The Clerk circulated the Payment Schedule for April 2010, which was for the sum of £2306.00 in total.  The Payment Schedule was AGREED by all Councillors.

183. Planning
The Clerk reported on application 2/2010/0276 – Land at Motcombe Leigh Court, Shorts Green Lane.  NDDC have refused this application.

184. Chairman’s Report
The Chairman thanked the Councillors for electing him and went on to thank the Clerk for her support.

185. Officers Report
Cllr Stedman reported that Mr Barry Moss is now the new Chairman for the Village Hall Management Committee and Mr L Waller is remaining Treasurer.  He continued to report that the Village Fete will be held on the 12th June 2010.  Cllr Stedman reported that a new sound system will be installed in the Village Hall.   He continued to report on the Transport Forum meeting.  It was reported that the no 58 bus (Shaftesbury/Wincanton/Yeovil and V.V) and the no 158 are the same through buses but it is now classed as two different services due to EU regulations.

186. Clerks Report
The Clerk had nothing to report.

187 Correspondences
The Clerk asked the Council if they would like a store for this year’s Village Fete.  After debate it was agreed that the Council would not require a store for this year.
The Clerk read out the following correspondence:
• Letter from Southern Electric regarding the annual rate for the routine maintenance on the lights is now £445.68.
• Gillingham Town Council has appointed a new Mayor, Cllr Mrs Su Hunt.
• Letter received from Mrs & Mrs Bailey regarding planning application 2/2010/0276 – Motcombe Leigh Court, expressing their concerns.
These were duly noted.

There was none.

189. Press Release
There was none.

190. Date of next meeting
15th June 2010 at 8pm.


There being no further business, the meeting was closed at 9.20pm
